ProSTEP Inc. was a Destin, Florida-based network-marketing support company co-founded in 1994 and led by President and CEO Kevin A. Lehmann. Michael Caruana, one of the company's original partners, served as vice president from November 1994 through June 2002. Rather than marketing health, beauty, or household products, ProSTEP sold lead-generation, training, communications, and promotional services to distributors working in other MLM companies.

The company's principal product was a recurring supply of prospective network-marketing recruits. Early participants reported paying approximately $100 for 100 leads generated through magazine advertisements, card decks, and requests for reports about MLM and home-business opportunities. ProSTEP promoted the leads as current prospects who had expressed an interest in network marketing, although contemporary distributors debated how many were genuinely interested in evaluating a new opportunity rather than simply responding to general business advertising.

Membership also included training and business-development tools. ProSTEP promoted interactive training calls, audio programs, newsletters, fax-on-demand services, voice-mail and hotline systems, replicated websites, email broadcasting, direct-mail support, conference calling, banner creation, website hosting, Internet advertising, and discounted long-distance telephone service. Its later ProCall service provided automated outbound dialing for lead-generation campaigns.

ProSTEP used network marketing to distribute its own marketing services. Independent consultants purchased memberships, used the leads and tools to promote other MLM opportunities, and recruited additional ProSTEP members. Promotional material stated that participants who enrolled three members could receive their continuing ProSTEP membership and leads without charge. Representatives could also earn additional income from membership sales
