Tiscali was founded in Sardinia by entrepreneur Renato Soru as Italy's telecommunications market was being liberalized. The company began commercial operations in 1998 and became one of Europe's early Internet-service pioneers, launching free-subscription Internet access in Italy in 1999. Tiscali went public that same year and expanded rapidly across Europe through acquisitions, including Dutch ISP World Online in 2000 and France's Liberty Surf in 2001. At its height, Tiscali operated Internet and telecommunications businesses across numerous European markets.

The company's business has always centered on telecommunications services rather than an independent-distributor opportunity. Tiscali has sold Internet access, fixed telephone service, broadband and fiber connections, mobile service, email, cloud and digital services directly to consumers and businesses. It has used conventional advertising, retail locations, online sales and telecommunications sales agents, but there is no documented multilevel compensation plan, distributor organization, recruiting-based business opportunity, or MLM product program associated with Tiscali.

In August 2022, Tiscali combined with the retail operations of Italian fixed-wireless provider Linkem. The publicly traded parent company subsequently changed its corporate name from Tiscali S.p.A. to Tessellis S.p.A., while Tiscali continued as a consumer telecommunications brand.

The business underwent another major restructuring in 2026. On June 3, 2026, Tessellis announced the start of a lease of Tiscali Italia's consumer business to Smeraldo S.p.A. Current Tiscali consumer materials state that the Tiscali and Linkem brands are licensed to Smeraldo S.p.A. Tiscali remains commercially active, offering fiber Internet, fixed telephone service, 5G mobile plans and travel eSIM services.
