ICR Services, Inc. was a Livonia, Michigan-based credit-repair company that marketed credit-repair services through a multilevel sales organization. The business was associated with Bernadino J. Pavone, Jr., Gloria Tactac, and Abood Samaan, and its credit-repair services were also marketed through National Credit Education and Review under the National Credit Repair name.

The company’s product was a credit-repair service rather than a conventional consumer-goods product line. ICR and related defendants promoted the service as a way to remove negative items from consumers’ credit reports, including bankruptcies, foreclosures, and late payments. The business also promoted claims involving a proprietary computer disk or software system that supposedly identified errors in credit-reporting systems and helped remove negative credit information.

ICR Services used a multilevel marketing sales model. The FTC stated that the defendants sold the credit-repair service through a nationwide network of approximately 50,000 sales representatives and had sold services to more than 183,000 consumers since 1996, generating more than $53 million in sales. The opportunity was built around representatives selling credit-repair services to consumers and participating in a large national sales network.

ICR Services' regulatory history is significant. In 2003, the FTC filed a federal action against ICR Services, Inc., National Credit Education and Review, and individual defendants, alleging deceptive credit-repair claims, violations of the FTC Act, and violations of the Credit Repair Organizations Act. The FTC alleged that the defendants falsely claimed they could remove accurate, verifiable, and non-obsolete negative information from consumers' credit reports and promoted a proprietary disk or software system that the FTC said did not exist in the way represented. The case settled with more than $1.15 million in consumer redress and a permanent injunction barring deceptive claims and further violations. In 2013, Bernadino J. Pavone, Jr. and Abood Samaan were sentenced in a related criminal matter, with Pavone receiving 48 months in prison, Samaan receiving 12 months and one day, and the court ordering $554,000 paid to the FTC.
